Canada has officially opened the Home Care Worker Immigration Pilots as of today, March 31, 2025, providing foreign workers with a secure pathway to permanent residency. These pilots address Canada’s growing demand for home care workers, offering employment-based immigration options for qualified candidates.
Program Overview
The pilots consist of two main streams, both aimed at supporting families in need of caregiving services:
- Home Support Worker Pilot (NOC 44101): Focuses on providing care for seniors, individuals with disabilities, or those who are physically or mentally ill in a home setting.
- Child Care Provider Pilot (NOC 44100): Involves assisting with the care and education of children in a home environment.
Both streams offer a direct pathway to permanent residency, making them an attractive opportunity for those seeking long-term settlement in Canada.

Eligibility Requirements
To qualify for either of the two pilot programs, applicants must meet the following criteria:
1. Valid Job Offer from a Private Household or a Business
- A full-time position (minimum 30 hours per week).
- Permanent employment (no end date specified).
- A salary that meets or exceeds the median wage for the occupation, as per Job Bank Canada.
- The job must align with NOC 44100 (child care) or NOC 44101 (home support).
2. Work Experience or Relevant Training
Applicants must have one of the following:
- Work Experience: At least six months of continuous full-time work in a related field within the last three years, inside or outside Canada.
- Education/Training: A full-time training program in a related field (minimum six months, at least 15 hours per week) completed within the last two years.
3. Education Requirements
- A high school diploma or higher.
- If obtained outside Canada, the credential must be assessed by a designated organization such as WES, IQAS, or ICES.
4. Language Proficiency
- Minimum Canadian Language Benchmark (CLB) level 4 in English.
- Minimum NCLC level 4 in French.
5. Additional Documentation
Depending on individual circumstances, applicants may be required to submit a medical examination and provide police clearance certificates.
Application Process
Step 1: Prepare Documents
Applicants must ensure they have all required documents, including proof of job offer, work experience, education credentials, and language test results.
Step 2: Submit Application Online
Applications must be submitted through Immigration, Refugees and Citizenship Canada’s (IRCC) Permanent Residence (PR) Portal. Required forms include:
- IMM 0008 (Generic Application Form for Canada)
- IMM 5669 (Schedule A: Background/Declaration Form)
Step 3: Wait for Processing
Applications are reviewed on a first-come, first-served basis. Once the annual quota is reached, no further applications will be accepted until the next intake period.
Annual Intake Cap
For 2025, IRCC will accept 2,750 applications for each stream. Additionally, 140 spots per pilot are reserved for out-of-status or unauthorized workers currently in Canada.
Key Considerations
- As of March 31, 2025, only the Workers in Canada stream is open for applications.
- The Applicants Not Working in Canada stream will open at a later date (to be announced).
- Once quotas are filled, applications will no longer be accepted until the following intake period.
